What WPA cover includes
Not-for-profit mutual with one flexible personal policy, Complete Health, built from core benefits plus optional extras.
WPA (Western Provident Association Limited) is a UK not-for-profit insurer, a company limited by guarantee with no shareholders, so any surplus is reinvested rather than paid out as dividends (WPA, Corporate governance, checked 15 Oct 2026). Its personal and family policy is Complete Health: a set of Core Benefits included in every policy, plus a list of Optional Extras you choose to add, such as Cancer Care, extra outpatient consultations, outpatient diagnostic tests, therapy, mental health treatment, overseas emergency treatment, cash extras, dental care and Premium Hospitals (WPA, Complete Health, checked 15 Oct 2026). - Book Remote GP video or phone consultations, including digital prescriptions (WPA, checked 15 Oct 2026).
Cover detail our brokers check first
- Mental health: Structured Counselling (up to six sessions) is included in Core Benefits; the Mental Health Treatment Optional Extra adds up to 28 days/nights of inpatient and day-patient treatment plus Extended Therapy Structured Counselling (up to 20 sessions), and requires choosing an outpatient treatment and therapy level of £1,000 or £2,500 (WPA Complete Health brochure, effective 1 March 2026).
- Cancer pathway: Cancer Care is an Optional Extra with no financial cap on tests and treatment from diagnosis to palliative treatment, unlimited follow-up scans and consultations, and an NHS cancer cash benefit up to £6,000 a year (WPA Complete Health brochure, effective 1 March 2026).
- Digital GP: Remote GP Services by phone or video, including digital prescriptions to a local pharmacy, included in Core Benefits (WPA Complete Health brochure, effective 1 March 2026).
- Dental & optical: Not integrated into core Complete Health cover; available via the Cash Extras Optional Extra (general dental treatment and optical treatment cash amounts) and the Dental Care Optional Extra (Dental Emergencies and Dental Injuries), or separately via WPA's Providental dental cash plan (WPA, checked 15 Oct 2026).
- Family options: Family members can be covered on Complete Health with their own chosen excess and Optional Extra levels; each person has their own No Claims Discount level (WPA Complete Health brochure, effective 1 March 2026).
- International cover: Overseas Emergency Treatment is an Optional Extra, not automatic: up to 35 days per trip (max 180 days, £250,000) or up to 70 days per trip (max 180 days, £500,000), excluding the USA, its dependencies and winter sports resorts (WPA Complete Health brochure, effective 1 March 2026).
Where WPA stands out
- Fast Track Pathways (Physiotherapy, Skin Support and Cancer Diagnosis) give access to care without a GP referral; Fast Track Physiotherapy and Fast Track Skin Support don't use an excess or affect the No Claims Discount (WPA Complete Health brochure, effective 1 March 2026).
- Cancer Care optional extra has no financial cap on tests and treatment from diagnosis to palliative treatment, and unlimited follow-up scans and consultations (WPA Complete Health brochure, effective 1 March 2026).
- Shared Responsibility (co-payment): where selected, the member pays 25% of claims for eligible treatment up to their chosen level of Shared Responsibility, as an alternative or addition to a standard excess (WPA Complete Health IPID, effective 1 November 2025).
Watch-outs before you buy
- Fast Track Cancer Diagnosis does affect the No Claims Discount and any excess will apply, unlike the physiotherapy and skin pathways (WPA Complete Health brochure, effective 1 March 2026).
- Joining aged 66 or over requires Full Medical Underwriting and a minimum £500 excess, and Targeted Cancer Therapies/Advanced Therapy Medicinal Products under Cancer Care are only funded when not available on the NHS (WPA Complete Health IPID, effective 1 November 2025).
- Standard exclusions apply: pre-existing conditions, chronic/long-term conditions, dental problems (beyond limited cash benefits), fertility/pregnancy/childbirth, cosmetic treatment and allergic conditions (WPA Complete Health IPID, effective 1 November 2025).
Switching to WPA
| Switching from | What to check |
|---|---|
| Any UK insurer on Moratorium | WPA offers Switch/Continued Moratorium, keeping the original moratorium underwriting date where there's been continuous cover (WPA Complete Health brochure, effective 1 March 2026). |
| Any UK insurer on FMU | WPA offers Switch/Continued Personal Medical Exclusions (CPME), carrying over existing personal exclusions from the previous insurer (WPA Complete Health brochure, effective 1 March 2026). |
| Any UK insurer | We confirm with WPA whether your existing exclusions or moratorium period can carry across before you cancel your current policy. |
WPA for businesses and groups
| Company size | Positioning | Broker note |
|---|---|---|
| Sole trader / director-only | WPA priced as a personal PMI policy paid via the limited company where allowable — treated as a P11D benefit in kind at HMRC's discretion. | For most single-director firms we place personal cover and route the invoice through the company. Speak to your accountant on the BIK treatment. |
| 3–20 lives (small SME) | WPA group scheme — one master policy, one renewal date, medical history disregarded (MHD) usually available at 5+ lives. | This is the sweet spot for growing businesses. MHD from day one removes the biggest friction point for new hires. |
| 20–500 lives (mid-market) | WPA corporate — bespoke plan design, dedicated account manager, wellness and claims MI reporting typically included. | PremierPMI runs a full tender at renewal — we do not accept 'roll the incumbent' pricing without a market check. |
PremierPMI broker desk notes
- We check which Optional Extras a client actually needs before quoting, because Complete Health's core cover alone is light on outpatient and diagnostic limits (£250 a year as standard) compared with an enhanced build.
- For clients wanting central London specialists or hospitals such as the Wellington or the Royal Marsden, we confirm whether the Premium Hospitals Optional Extra is needed, since it isn't included by default.
- We explain Shared Responsibility against a standard excess at quote stage so clients understand the 25% co-payment mechanic before choosing it.
WPA compared with other insurers
| Versus | Broker verdict |
|---|---|
| AXA | AXA's AXA Health Plan is built from separate care options bought per person; WPA's Complete Health has one set of core benefits plus optional extras layered on top, with WPA's Fast Track Pathways giving GP-referral-free access to physiotherapy, skin and cancer diagnosis services. |
| Bupa | Bupa is a larger PLC insurer; WPA is a not-for-profit mutual with no shareholders, which WPA presents as a reason for its customer-service record, including topping Which?'s 2026 satisfaction survey. |
Broker verdict
WPA is a strong fit for clients who want to build cover from a core policy plus optional extras, value a not-for-profit, member-owned structure, and are comfortable confirming Optional Extras and excess/Shared Responsibility levels at quote rather than relying on one fixed package.

Common questions
Is WPA health insurance any good?
WPA was named the UK's only Which? Recommended Provider for private medical insurance in 2026, with an 86% customer score in Which?'s survey of recent claimants, 6 percentage points ahead of its nearest competitor (Which?, checked 15 Oct 2026). Complete Health also carries a Defaqto 5 Star rating, which Defaqto describes as one of the UK's most trusted sources of financial product intelligence (WPA Complete Health brochure, effective 1 March 2026).
How much is WPA health insurance a month?
WPA does not publish a single example price for Complete Health on the pages or documents we checked; price depends on age, location, number of family members, chosen Optional Extras, excess or Shared Responsibility level and underwriting method (WPA Complete Health brochure, effective 1 March 2026). We confirm your figure at quote.
Is WPA a mutual?
Yes. Western Provident Association Limited is a not-for-profit company limited by guarantee with no shareholders; it has Members rather than shareholders, and any surplus is reinvested or used to promote its not-for-profit objectives (WPA, Corporate governance, checked 15 Oct 2026).
What is WPA's Shared Responsibility option?
Shared Responsibility is a co-payment option: where selected, you pay 25% of claims for eligible treatment up to your chosen level of Shared Responsibility, instead of or alongside a standard excess (WPA Complete Health IPID, effective 1 November 2025). We confirm the available levels at quote, as they weren't itemised in the documents we checked.
What is WPA's Shared Responsibility?
Shared Responsibility is a co-payment option: where selected, you pay 25% of claims for eligible treatment up to your chosen level of Shared Responsibility, as an alternative or addition to a standard excess (WPA Complete Health IPID, effective 1 November 2025). The available levels weren't itemised in the documents we checked; we confirm them at quote.
Does WPA require a GP referral to claim?
Most Complete Health claims start with a GP referral, but the Fast Track Pathways (physiotherapy, skin concerns, and breast/prostate/skin cancer diagnosis) don't require one; all claims must still be pre-authorised with WPA before treatment starts (WPA Complete Health brochure, effective 1 March 2026; WPA Complete Health IPID, effective 1 November 2025).
What does WPA health insurance cover?
WPA sells one personal and family policy, Complete Health: a set of Core Benefits included with every policy, plus Optional Extras you choose to add such as Cancer Care, extra outpatient cover, therapy, mental health treatment, overseas emergency treatment and Premium Hospitals. For clients outside London we check whether the standard hospital list already covers their preferred local hospitals before recommending the Premium Hospitals Optional Extra, because that extra is priced mainly for access to central London facilities.
- Core Benefits are included in every Complete Health policy; Optional Extras are chosen and priced separately (WPA Complete Health, checked 15 Oct 2026).
- Fast Track Pathways give access to physiotherapy, skin concerns and breast/prostate/skin cancer diagnosis without a GP referral (WPA Complete Health brochure, effective 1 March 2026, checked 15 Oct 2026).

How WPA's excess and Shared Responsibility work

Sources: WPA Complete Health Insurance Product Information Document, effective 1 November 2025 (checked 15 Oct 2026); WPA Complete Health Policy Brochure, effective 1 March 2026 (checked 15 Oct 2026).
| Rule | What WPA's IPID and brochure say |

| Age 66+ | A minimum £500 excess applies and Full Medical Underwriting is required |
| Specific excess levels available | Not itemised in the IPID or brochure we checked beyond the £500 minimum for joining at 66+; we confirm the current choice of levels at quote |
WPA underwriting options
WPA covers acute conditions that arise after you join; how pre-existing conditions are treated depends on the underwriting you choose.
Source: WPA Complete Health Insurance Product Information Document, effective 1 November 2025 (checked 15 Oct 2026); WPA Complete Health Policy Brochure, effective 1 March 2026 (checked 15 Oct 2026).
- Full Medical Underwriting (FMU) — You disclose your medical and family history in full; underwriters apply personal exclusions where relevant, giving upfront certainty about what isn't covered.
- Moratorium Underwriting — No medical history needed to join; any condition that occurred in the five years before joining is excluded for at least two years, and becomes eligible after two continuous symptom-, treatment- and advice-free years. Long-term conditions needing regular treatment, such as diabetes or multiple sclerosis, are unlikely to ever clear the moratorium.
- Switch/Continued Moratorium — For members switching with continuous cover, keeping their existing moratorium start date, except where the previous policy used a 'Fixed Moratorium'.
- Switch/Continued Personal Medical Exclusions (CPME) — For members who completed FMU with continuous FMU or CPME cover since; WPA carries over existing personal exclusions and may add further ones based on the application.
- 14-day deferment — A 14-day deferment period applies to symptoms or conditions arising in the first 14 days of the policy, unless declared to and accepted in writing by WPA in advance.
WPA Cancer Care, item by item
Cancer Care is an Optional Extra, not automatic, giving cover from diagnosis to palliative treatment.
Source: WPA Complete Health Policy Brochure, effective 1 March 2026 (checked 15 Oct 2026); WPA Complete Health Insurance Product Information Document, effective 1 November 2025 (checked 15 Oct 2026).
